Jonathan Wright 295c751b60 git: Sync RPM CIs with Fedora's repos (#2349) 
Gets RPM builds back in sync with Fedora/EPEL and changes to mock
instead of fedpkg (slight efficiency improvement since fedpkg is a
wrapper around mock).
